Welfare means the needs of a human and the physical and mental well being of that person themselves.
Many Romans were unemployed due to the amount of slave labor that was going on so many people were on the Welfare system
Part of the welfare system was that were given a few coins called a Tesserae for food.
The ruler Julian tried to use the Welfare system to patronize the christians and show them they are not the only ones who can do something good for the people.
The welfare system started during the surging time of the republic.
When the republic ended so did the welfare system in 31 B.C.E
Due to the High taxation to pay for welfare many areas were making the people angered know their money is going to go help someone else who is in need when they are also in need.
The Welfare system even became too expensive for some of the rich to pay so some rich ended up being poor and they then became broke and the ended up on the welfare system unemployed.
The welfare system became too pricey for all the people to pay which possibly ended the republic.

Modern Day Welfare............
The Welfare system began after the Great Depression. Roosevelt came up with the idea of government paid house, Medicare and Medicaid.
Now today we spent a little over 745.84 Billion dollars in Welfare which is way over budget for the 556.78 Billion dollar budget.
In 2008 when Obama took presidency and the fiscal cliff began, Welfare spending increased 251.5 Billion dollars. This mean the spending increased 378% in a 30 year time frame.
Since 2008 the amount of people on food stamps or “SNAP” has skyrocketed 78% which means government spending has had to increase the amount they spend on food stamp and even worse the stores take losses when they accept food stamps.
All 50 states have different poverty lines which mean all different times when people are able to be helped with their money issues. Each state could easily be cheated and lose money.
There are many people in the United States that are able to work but choose not to. This means the government has to give money to this person who can pay for her own food and housing but chooses not to.
The welfare system is made to keep people above the poverty line but yet 83.4% of people on the Welfare system are below the poverty line.
Many of the people on the Welfare system are not just in bad shape for housing and food they also need those extras which becomes a problem when they take the government and twist the rules.Moore, Emily. Here is what Mr. John Mathews from Yale Said on our phone call.
1) How did the Romans at one point stabilize the welfare system for a large amount of time.
The government of Rome were able to take 150 years of flaws and then put them into one little group of ideas and then they learned in order to keep everyone happy they would evenly distribute money in little clumps and groups that needed it.
2) What did the the Romans do when the welfare system started to collapse.
The Welfare system began around the time of the emperor Julian and then by the time it started to collapse all the people were outraged but the government was broke and then all the rich became eventually broke so there was no tax money coming into the government which meant that everyone was protesting and rioting due to the fact they were living in really bad conditions and all work was halted.
3) What was the time like when people began to realize the welfare system has stopped.
Then the Roman citizens began to realize what was going on they began at first to stop all work and go and protest and all the Roman citizens not doing their jobs began to start many issues for all people. There was many disorders for all the people so they then protested violently setting things in fire and just wrecking the whole town like a wrecking ball so to speak.
